Officials at Santa Anita say they are taking measures to ensure the safety of all horses. Tensions have been running high at troubled Santa Anita Park ahead of the Breeders’ Cup meeting. The owners of Marmelo are considering legal options after last year’s Melbourne Cup runner-up was controversially scratched from the race.
